Discover Application Rules

By Alex Compton · Last verified

Discover keeps it simple: two cards maximum, roughly one new one per year, and the famous first-year Cashback Match instead of a conventional bonus. The bigger story is ownership. Capital One closed its acquisition in 2025, and Discover consumer cards begin migrating onto Capital One's platform in late July 2026. The rules below are the pre-migration state.

One Per Year, Two Cards Maximum

Two, as the primary cardholder, and your first Discover card must be open at least 12 months before you can get the second. In practice that caps you at roughly one new Discover card per year. This remains in force as of mid 2026.

What counts

  • Any Discover consumer card: it Cash Back, Miles, Chrome, Secured, Student and the NHL designs

What doesn't count

  • Authorized user cards

Workarounds

  • CurrentUse the pre-approval tool first. It is a true soft pull that shows your card and APR offers before any application, though final submission still triggers a hard pull in most reports.

Cashback Match Eligibility

The terms say new cardmembers only, but the Match applies per account, not once per lifetime. Reader reports over the years document people earning it on a second card and again after closing and reopening. That said, we found no large recent sample reconfirming closed-card re-Match under Capital One ownership, so treat repeatability as reader-reported rather than guaranteed.

What counts

  • Each new account's first year of cash back, doubled at the anniversary

What doesn't count

  • Existing accounts. The Match does not repeat on a card you already hold

Workarounds

  • CurrentThe second-card Match. Opening your second Discover card after the 12-month mark has reliably earned its own Match per reader reports.

The Capital One Migration

Unknown, and worth watching. Discover it consumer cards begin migrating onto Capital One's platform in waves starting July 27, 2026, keeping Discover branding, no annual fee, the rotating 5% categories and the Cashback Match for new cardmembers. Whether Discover's own application rules survive, and whether migrated cards start counting toward Capital One's 1-per-6-months and card-count rules, has not been documented anywhere yet.

Workarounds

  • CurrentIf you want a Discover card under the known pre-migration rules, the window is closing. After migration, assume nothing until data points arrive.
