For a regular United flyer, yes: the $200 United credit, free first and second bags for two people, and the anniversary award discount can clear $500 in annual value. For an occasional flyer, no; the credits and bags only pay when you actually fly the airline.
Does the United Gateway include a free checked bag?
No, that is its biggest omission. Free bags start with the United Explorer tier and up. The Gateway's job is keeping MileagePlus miles alive at no cost with 2x on United, gas, and transit.
Can I downgrade a United card to the Gateway?
